The signatories of the Minority Report and the bodies they represent, stress that it is upon the Navy, and the Navy alone, that the onus ef anti-piracy measures should rest, rather than on local regulations which touch either directly or indirectly their own pockets.

No doubt, if you thought fit, you would represent to H.M. Government that the Naval River Gunboats protecting British commercial shipping interests and trade in the Delta were unequal to the task. Should you contemplate doing so I would suggest that you officially ask for the opinion of Commodore Stirling (he being the responsible head of Naval operations in the Delta), also Commander Maxwell Scott who is the Senior Naval Officer

of the mobile Naval forces based on Canton for River

protection.

13. I also suggest, with great respect, that the Commodore, H.M.S. "Tamer" may be officially associated with your Government when questions arising out of the regulations regarding the local anti-piracy measures a5 applied to merchant ships are being dealt with. I venture to make this suggestion because it seems to me to be imperative that there should be the closest co-operation between your Government and the Navel authorities here on the whole question; moreover the Admiralty are naturally

interested in the matter.

on Thursday next to consider the Minority Report.
